RCB is being held responsible for the stampede that occurred on July 4 in Bengaluru during their supposed victory celebration.
According to NDTV, the government told the Karnataka High Court that RCB invited people to the Chinnaswamy stadium for a victory parade on their own without permission.
The government wanted to keep the report private but the High Court ordered it to be made public. The report says RCB staff spoke to the police about the parade on June 8 but never sent a formal request. So the police official in charge of the Cubbon Park Police Station didn’t give permission citing issues with the plan.
The government report as quoted by NDTV said applications were not submitted properly. Without the required information the authority in charge of giving permission couldn’t approve the request.
RCB still went ahead with their victory parade plans and posted their first tweet at 7:01 am inviting people to join the parade. The same info was posted again at 8 am.
At 8:55 am RCB posted a video of Virat Kohli asking fans to join the party. The government report says it was only in a tweet at 3:14 PM that RCB mentioned free passes which meant limited entry.

The report says RCB posted another tweet at 3:14 pm saying the parade would be from 5:00 pm to 6:00 pm. It was said for the first time that free passes were available but it was implied the event was open to all based on previous posts.
The government report says over 3 Lakh people showed up around the stadium and it was a disaster for RCB fans after their IPL win. 11 people died and over 50 were injured.
