The upcoming IPL 2025 Mega Auction is the most buzzed talk of the town right now. With the season approaching, franchises are looking to build up their squads and the BCCI is also seeking for the arrangement of the upcoming domestic tournament. This year for the 18th edition of the tournament, no ordinary auction will take place. This year it would be a mega auction that will only allow the franchise to retain a limited number of players for the upcoming season.
Before the upcoming IPL season, the league’s franchises are eagerly awaiting a final decision on the rules regarding player retention and right to match options. But guess BCCI is in no mood to drop hints for the upcoming IPL 2025 mega auction rules and is silently watching all the rumors, permutations and combinations of the different news sites and reports claiming this is likely to happen.
Following all the rumors and gossip, BCCI has invited the Franchises to discuss the rules and regarding the IPL 2025 Season. This meeting will take place on the 31st July 2024 at 7:30 PM and is likely to discuss the Mega auction rules, Player Retention Rules, Impact player rules, Capped and uncapped players etc.

BCCI on IPL Mega Auction ahead of the Franchise meeting
The BCCI has invited franchisees to discuss the IPL mega auction and upcoming season in general. The meeting will be held on 31st July 2024 and a lot of discussion would be on the table for the upcoming 18th edition of the tournament. Earlier this meeting was expected to happen in the month of April but was postponed, no what this is finally happening cricket fans can expect these things to happen at the auction meet between BCCI and Franchise owners on Wednesday at the Wankhede stadium.
BCCI meeting with IPL franchise for IPL Mega Auction 2025
BCCI has been in action and has heard all the franchise debate over player retention, Right to Match card, overseas players and much IPL 2025 related concerns in a meeting organized by the BCCI on Wednesday at Wankhede stadium Mumbai.
All the 10 franchise owners were invited to be part of the meeting and were present in the meeting except for the Mumbai Indians owner Neeta Ambani, who was present virtually.
Although the details of the meeting are yet to unfold and fans as well as all franchises are waiting for the official words of the BCCI. The meeting went for a long two hours where different franchises gave their different opinions on the mega auction, player retention, salary cap and IPL Purse.

Meeting highlights of BCCI with Franchise

Talking on details of the meeting, Delhi Capitals owner Parth Jindal said that- “No real outcome. It was just to hear all the different perspectives from all the owners and the BCCI has heard us and now they will give us all the rules. Hopefully, by the end of August we will get to know the rules for the next cycle,”
Talking to reporters he also said that the meeting has ended with no consensus among players in the context of the number of players that they wanted to retain for the mega auction. He said some want 8 or some want 10.

IPL 2025 Mega-Auction Rules:
1. Player Retention Numbers to Jump
Player retention will likely be increased to 5, allowing franchises to keep an overseas player and an uncapped player in the team. The choice would be totally of the franchise about whom to keep and whom to release for the mega auction.
In IPL player retention, the salary cap and retention rules are essential. The BCCI has established policies for teams, where retaining players requires a portion of the team’s budget or salary. Here is the distribution of retained players’ salaries:
- Player 1: Salary up to 14 crore
- Player 2: Salary up to 10 crore
- Player 3: Salary up to 7 crore
- Player 4: Salary up to 6 crore
2. Mega Auction Timeline to 5 years
Mega auction to be held after 5 years in place of the current 3 year format. This would allow the retained players and the new players bought for a team to play for a longer duration of time and will also offer stability and experience to the team, improving their chances of winning in the game.
3. Impact Player Rule To Stay
The impact player rule which most of the franchises want to be eliminated from the format would likely stay the same and won’t be eliminated from the season. As per the impact player the franchise can bring down a special player in the game depending on the situation of the match and that player could be a specialist batter or bowler.
This impact player has changed the scoreboard of the highest totals, in which out of top 10, nine are the ones which are scored by the impact players.
4. Right To Match Card Numbers to increase
One Right to Match will be allowed to franchises this year, which would allow the team franchise to bid on their old players and have them in their teams. As per the Right to Match rule, this card allows any franchise to match the final bid for a player from their squad of the previous season.
Now for the mega auction, franchises are demanding more right to match card options to retain their favorite players in their squad. As per reports from News18 indicate that the BCCI supports the current system of three retentions plus one RTM card, as not all franchises agree with significantly increasing the number of retentions to six or eight.

5. 125 Crore IPL Purse
IPL Purse to be increased to 125 crore in place of 100 crore. At present the franchise are allowed to have 100 Crore budget for the IPL Auction and according to the IPL Rules the 75% of the budget should be allocated for the players. This increased purse would allow the franchise to bring on their favorite sports stars to their team while bidding in the auction with this increased amount.
IPL Rules before Mega Auction 2025
1. Retention Player Rule
Ahead of the mega auction the most talked about rule of the IPL Book is the Retention Players Rule. This rule allows the franchise to retain their favorite and best performing stars of the squad to be retained and keeps them away from the IPL Players pool available for the bidding. Earlier the BCCI allowed the player retention 3 to 4 players retention ahead of the auction. But now with the mega auction approaching, every franchise has a different theory on player retention.
IPL franchises are locked in a dispute over player retention rules. The current system allows teams to retain three players and use one Right To Match (RTM) card. Some teams want to increase retention to five or seven, while others propose eliminating retention altogether or limiting them to eight. And beside this comes the statement of the IPL’s Chief Operating Officer, Hemang Amin, who said that there should be only a single retention, although he has asked the franchise for their view on retention so let’s see where this talk gets concluded.

2. Right to Match Card Rule
As per this rule, it gives the franchise an option to trade on their favorite players in the IPL auction pool without actually retaining them ahead of the auctions. The Right to Match (RTM) card is a unique feature in the Indian Premier League (IPL). It allows a franchise to retain a player during the auction. If another team bids for a player who was previously part of the original team, the original team can use the RTM card to match the highest bid and keep the player.

3. Impact Player Rule
Impact Player Rules allow the franchise to dominate on the field by bringing an extra player on the grounds. This player is the specialist of its field and holds the ability to change the stats of the match. Additionally there is no restriction on this player, and they can enter the field anytime and mostly are invited in the match to change the ongoing game dynamics.
This rule was introduced in the 2023 IPL Season and from then has changed a lot in the game. For example the Nine of the 10 highest team totals in the IPL have come following the introduction of this innovation in 2023.
4. Players, Salary and IPL Purse
A team must purchase 11 players in the auction to avoid disqualification. They must use their budget to form a team of 11 players, adhering to the following criteria: at least 3 batsmen, at least 3 bowlers, at least 1 all-rounder, and at least 1 wicket-keeper. For this the teams are allocated an IPL Purse of 100 crore and this is expected to increase for the upcoming IPL 2025.
5. Overseas, Capped Players and Uncapped Players Rule
As of now the Franchises can have a limited number of the uncapped players in the team. Before the IPL Mega Auction 2022, the teams can only retain two uncapped players in the team. With this there was provision or more of a restriction on the retention of the overseas players. According to which the franchise can only retain a single overseas player but now these teams wants a change and are seeking increase in the overseas player number in the team

Uncapped players are the Domestic players who have played the first class cricket circuit but have never represented India. Whereas overseas players are the players who are part of international teams.
